Our approach

The Octagon aerospace approach

Five specific, technical capabilities that define how Octagon operates inside the European space sector.

01

In-house 30% ruling processing

Most staffing firms refer the 30% ruling out to an external tax advisor, which introduces weeks of delay and a second point of contact for the employee. Octagon prepares the joint Belastingdienst application in-house, coordinated directly with the payroll team that owns the contract. Inbound non-EU engineers land on Dutch payroll with the ruling documented and submitted from day one, not pending referral. For mission-critical aerospace roles with sign-on deadlines, that speed is often the hire itself.

02

Security-cleared workflow

Aerospace roles frequently require national or NATO-level clearance. Octagon coordinates the full clearance workflow: liaison with national security authorities, document preparation, and clearance application as part of the onboarding process, with ongoing compliance monitoring for the life of the contract. The hiring organisation remains the sponsor of the clearance. Octagon runs the administrative machinery around it, so your project managers are not chasing forms or vetting timelines.

03

Five-centre ESA coverage

European space programmes rarely sit at one site. Octagon has placed professionals across all five principal ESA centres: ESTEC in Noordwijk, Headquarters in Paris, ESRIN in Frascati, ESOC in Darmstadt, and ECSAT in Harwell. We understand the procurement rhythms, team structures, and clearance baselines that differ from one centre to the next. That multi-site fluency matters when a consortium spans several locations and a single provider has to stay aligned across each.

04

Noordwijk, Darmstadt, Frascati corridor presence

Beyond ESTEC itself, Noordwijk hosts NL Space Campus, the ESA Business Incubation Centre, and a dense network of Tier-2 and Tier-3 suppliers. Octagon operates inside this corridor and extends the same local insight to Darmstadt and Frascati. We know the supplier ecosystem, the local recruitment dynamics, and the unwritten conventions of each site. Remote platforms cannot replicate that depth, and it shows up in time-to-fill and long-term retention.

05

39-year NL legal continuity

Space programmes are measured in decades. Most Employer of Record platforms and staffing brands are less than ten years old, and many have changed legal structure several times. Octagon has signed Dutch employment contracts under the same legal entity since 1987. For programme managers who need a partner whose lifespan maps onto the mission lifespan, that 39-year continuity is a material procurement factor, not a branding line.

Expertise

ESTEC, HQ, ESRIN, ESOC, ECSAT

ESA multi-site talent pipeline

Octagon has active relationships across ESA ESTEC (Noordwijk), ESA Headquarters (Paris), ESRIN (Frascati), ESOC (Darmstadt), and ECSAT (Harwell). We have placed professionals at every major ESA site and understand the procurement structures, team dynamics, and clearance requirements that govern hiring at each location. Our pipeline includes systems engineers, mission analysts, project managers, quality assurance specialists, software engineers, procurement officers, and communications professionals.

Full lifecycle coverage

Satellite and space systems engineering

We recruit for the full satellite lifecycle: mission design, payload development, ground segment, operations, and decommissioning. Our candidates work on programmes including Earth observation, telecommunications, navigation (Galileo), and science missions (LISA, PLATO). We source specialists in thermal engineering, propulsion, AOCS, power systems, RF communications, and on-board software development.

NL Space Campus, ISISpace, SRON, TNO

Commercial space and the NL ecosystem

The Netherlands is home to a growing commercial space sector, with companies operating in satellite manufacturing, launch services, space debris management, and Earth observation analytics. Octagon recruits for these companies as well, providing the same level of employment, payroll, and compliance support that we deliver to institutional clients. Our position in The Hague and Noordwijk gives us direct access to the Dutch space ecosystem.

Teams

Teams and departments we have built

From named ESA engagements to full function builds for aerospace organisations.

01

Named-client engagements

Project controls across ESTEC and ESOC

Octagon has recruited and employed project controllers, planners, and cost engineers working on ESA programmes that span ESTEC in Noordwijk and ESOC in Darmstadt. The team covers earned-value reporting, schedule integration, and risk tracking across multi-phase mission lifecycles. Contracts are managed under a single Octagon employment structure, so movement between sites does not reset compliance or payroll.

Systems engineering consortium support on Galileo

For Galileo-related consortium work, Octagon has placed and employed systems engineers, interface specialists, and QA professionals supporting prime contractors and their Tier-2 partners. The scope covers both the operational constellation and next-generation Galileo development, with employment compliance handled across Dutch, French, and German jurisdictions under one provider.

AIT and QA teams for ESA science missions

Octagon has built assembly, integration, and testing teams supporting ESA science missions including PLATO and LISA. The roles cover AIT engineering, quality assurance, and programme coordination across ESTEC and the instrument consortium partners. We recruit, employ, and maintain the specialised contracts these long-duration missions require.

02

Departments we build for aerospace organisations

Finance and accounting operations

Octagon builds finance and accounting teams embedded inside aerospace organisations. Scope includes accounts payable and receivable, project finance, management reporting, and ESA-specific cost accounting conventions. The team sits inside your structure, reports to your finance leadership, and is employed, paid, and compliance-managed by Octagon.

Project management office and programme controls

For programmes that need a dedicated PMO, Octagon recruits and employs project managers, planners, controllers, and business analysts as a complete function. We run PMO teams supporting mission lifecycles end to end, from proposal stage through operations, with reporting lines into your programme leadership.

Data analytics and digital transformation

Octagon builds data and digital teams covering data engineering, analytics, reporting automation, and digital transformation support. Typical scope includes dashboards for mission operations, data pipelines for ground segment processing, and internal tooling for project reporting. All staff employed under Octagon compliant local contracts.

Administrative and coordination support

Octagon recruits and manages administrative, coordination, and executive support functions for aerospace clients. This includes team assistants, document controllers, meeting coordinators, and travel and logistics support. These roles underpin day-to-day programme delivery, and Octagon handles the full employment and payroll stack.

Brief us on aerospace hiring

What sets Octagon apart in aerospace

01

ESA relationship depth across five centres

Specialist space-sector staffing agencies place engineers. Tier-1 primes run in-house recruiting. Neither brings active placement history across ESTEC, HQ, ESRIN, ESOC, and ECSAT. Octagon has been inside the ecosystem since 1987, and that matters when a programme runs across centres and decades.

02

In-house 30% ruling processing

Generic staffing agencies refer the 30% ruling out to a tax firm. We prepare the joint Belastingdienst application in-house, which means inbound non-EU engineers land on Dutch payroll with the ruling secured, not pending. For mission-critical roles, that speed is the hire.

03

39-year NL legal continuity

Space programmes are measured in decades. Most EOR platforms and staffing brands are under ten years old. Octagon has signed Dutch employment contracts under the same legal roof since 1987, which is why long-horizon programmes sign with us over newer names.

04

Security-aware sourcing

Many aerospace roles require national or NATO security clearance. Octagon coordinates the clearance application process as part of the onboarding workflow, including liaison with national security authorities and ongoing compliance monitoring. The hiring organisation remains the sponsor.

05

Noordwijk corridor knowledge

Beyond ESTEC, Noordwijk hosts NL Space Campus, ESA BIC, and a dense supplier network. Octagon operates inside this corridor and extends the same knowledge to Darmstadt and Frascati. That is local insight that remote platforms cannot replicate.

The Hague international zone near ESA ESTEC

Employer of Record

EOR for aerospace: what no other provider offers

Octagon holds IND Recognised Sponsor status, enabling fast-tracked Highly Skilled Migrant visa processing in approximately two weeks. We administer the 30% tax ruling for eligible expats, reducing employer costs and improving net take-home pay. Contractors employed through Octagon sit on permanent or fixed-term Dutch employment contracts with full social security, pension, and statutory protections. That stability improves retention in an industry where a single experienced systems engineer takes months to replace.

Managed Teams

Managed specialist teams for aerospace

Some aerospace organisations need more than individual placements. They need a partner who recruits the team, employs every member on a compliant local contract, and takes ownership of the delivery structure: work packages, reporting lines, KPI tracking, and knowledge transfer. We currently operate managed teams across five European countries, covering finance and accounting operations, project management and controls, data analytics and digital transformation, and administrative support.
